I have several users that were upgraded to Office 2000
from a previous version. This was done under an open
license for Office XP professional. The questions are,
does that include Publisher?
Can I upgrade just publisher to 2003 or do I have to do
the whole suite?

Office 2000 ? Standard ,Professional? Office 2002(XP)Pro does not include
Publisher. You can install Publisher 2003 as a stand alone. If you do have a
previous version of Publisher installed then remove it before installing the
2003 version.
