Limiting Resources

Hoping to get some feedback on the best way to manage resource time.
The situation I have is that our company is merging with another.
During this merger period, the staff can only devote a small
percentage of time towards the merger process, as they still have
"business as usual". For example, a staff may be only able to devote
an average of 1 hour per day toward merger tasks. What I have done in
my project plan is set their working hours to 8A-9A for each of the
work days of the week, and I am using the task type of "Fixed Units".
Thus a task that we estimate would take 5 man hours, will spread over
a period of 5 days if assigned to the one resource who works 1 hour
per day. If two staff are assigned as resources, the task duration
becomes 2.5 hours and ends up taking 3 days. This is what I do want,
but I was wondering if there was a better way of doing this, or if
this will bite me later on down the road. I tried using a full work
day and changing the staff's Max Unit to a small percentage (like
12%), but that didn't do what I wanted - it simply ended up making the
staff over allocated when they had numerous tasks to perform.
