BTW, the menu system that will be in cell 1 of this table will not be in
any
frame, just a simple dhtml menu. The menu will simple have the href listed
URL. So the trouble I am having is how to tell it and the inline frame to
the right in the other cell to open there. hope all of that makes sense.

For some reason, if I just try to use the frames, all I get in that menu
is
open in new window. Seems like IFrames might be better anyhow. But I am
curious, if I have a menu on the left side of this table with 2 cells, if
I
click on one button in the menu and then another button and soforth, how
do
you get it to change within that IFrame rather than another page? Any
details there? Do you agree that IFrame might be better than regular
frames?

And not really practically possible with dHTML.
This question is often asked by people who have heard that frames are
bad,
yet they want to make their pages act like framed pages. Get beyond
it.
Make pages link one to another, with each page having changed content.
It's
how the web works....
