Links don't open in new window

Greetings all..

I've looked through all the Outlook options I can find, but I can't figure
out how to change this.

1. Open an email message
2. Click on a URL link in the message
3. If I already have a web site open in MSIE, the URL link in the email
message I clicked on opens in the open MSIE window.

How do I configure Outlook so that the URL link I clicked on opens in a new
MSIE window?

Won't someone please help, or at least point me in the right direction?

I've tried all the obvious fixes. In Internet Explorer, the option to "Reuse
windows for launching shortcuts" is NOT turned on.
