Links in E mail

I use Office 2003 with Outlook for my e-mail. I cannot open links. When I
click on the links I receive the following message. Thos operation has been
cancelled due to restrictions in effect on this computer. Please contact your
system administrator. This has only just started happening and I cannot find
any settings to adjust. Any suggestions.

Cointrol Panel->Internet Options->Programs Tab->Reset Web Settings

unsolicited mail sent to my personal account will be deleted without
reading.

After furious head scratching, macca asked:

I use IE7 and reset web settings is not on the programs tab, however IE was
not selected as my default browser (I had been trying Mozilla, didn't like it
so uninstalled). Once I reset my browser and rebooted my computer all is now
well.
