Local Resource in Project

This is a very dangerous option as someone may fat-finger
a resource name and now you have the fun opf merging
accounts and trying to get your rep[orts to show the
correct hours for the correct resource. Leaving this
option off, assures you that only Enterprise Resources
are utilized in projects.
