Local Resources are syncing up to actuals

We are still running 2003 here and I have an issue w/ progress updates for
local resources.

I set Local resources (Booking Type = Proposed and Workgroup = None) in
order to manually update % complete for local resources because we force
syncs.

I get the out of sync prompt when I save however when it executes it ignores
the local resources.

I have 1 plan in which this is not functioning properly and it always syncs
back to zero.

Are there other attributes to the resource or something within the
collaboration option settings which would make this anomolie occur?

I was able to identify ny issue here.

Assignmnets were published to this local resource while defined as committed
and default. I removed the resource from the task, redefined the work and
reassigned the same resource back (after updating the profile from committed
to proposed and default to none).

This allowed me to utilize the manual progress tracking method once again!
