I have a picture on a word document and I want to lock it in place where no
user can move it our cut it etc????

Here's a "nasty" trick (Use at your own risk!)

To make this easier, create a copy of you document with only the picture in
it.
Save it as rtf.
Open it with NotePad.
Find something like this inside the {shp}tag for you picture (If you use a
Word AutoShape, the shp tag will be short, if you are using a real picture
or a bmp, the shp tag may go on for pages with all the binary code that
represents the image, in any case , what you are looking for should be at
the beginning of the tag):

{\sp{\sn shapeType}{\sv 1}}{\sp{\sn fFlipH}{\sv 0}}{\sp{\sn fFlipV}{\sv
0}}{\sp{\sn fLockAgainstSelect}{\sv 1}}{\sp{\sn fRecolorFillAsPicture}{\sv
0}}{\sp{\sn fUseShapeAnchor}{\sv 0}}{\sp{\sn posrelv}{\sv 1}}{\sp{\sn
fLayoutInCell}{\sv 1}}


The part that interests you is:
{\sp{\sn fLockAgainstSelect}{\sv 1}}
If it isn't present, add it, being careful not to disrupt the {} pairs. the
{\sv 1} means True, to make it selectable again, change the 1 to a 0.
Save with Notepad.
Re-Open with Word the rtf file and save it back as a doc file.

Two Warnings;
It only works with floating shapes
Although no anchor will appear on the document, it is still anchored to
its original document, so even though you cannot select the shape (and thus
delete it) you can delete the shape by deleting the ¶ to which the shape was
originally anchored.

Otherwise, you can place it in the header and then use the code here to make
the header unavailable:

Also, you could make it inline with text, select it and make that part of
the text unavailable to all users (if you have 2003 and your user will not
be using anything older than 2003.

Finally, you could use From protection.
