lock down a picture when adding callouts

I want to place callouts on top of a picture, and I want the picture "locked
down" so it cannot be selected or moved as I add callouts. What's the best
practice to accomplish this?

down" so it cannot be selected or moved as I add callouts. What's the best
practice to accomplish this?

select the picture, menu Format -> Protection
and select X and Y position
You can also turn off selection.
Also you can use menu Format - Behavior
and turn off the selection highlighting so you can't even make it look
like the shape is selected.
