Lost Perosnal folders when upgrading from Office XP to Office 2003. If I did an install would that erase previous configuration, if so, can I get them back?

What makes you think that you lost them? Upgrading the application doesn't
do anything to your data.

Because I looked for *.pst and saw the file but when I installed Win2K over Win ME and installed Office 2003, the personal folders and emails did not import over.

Well, Win2K amd WinME have different base assumptions about where files are
stored by default. I suspect that if you enable hidden files and folders
and then search for the PST, you'll find it, provided you did an upgrade
install of 2K.
