Macro to create a blankdb to export into

I’m working on a project where we will be gathering data at a couple
of locations. Unfortunately due to legal restraints we can’t use
remote connections and use the same db. So, we’ll be gathering
information at both sites and merging the data together once a month.
Using some different queries I have the merging of the data figured
out. What I would like to do is create a macro that will make things
easier for the remote site. Specifically, I would like to

1) Create a macro that creates blank DB in C:\Database\Export\ with
todays date on it
2) Create a macro in access that allows a user to browse to a file that
will then be used to
update the master mdb rather than using a macro with a static path/file (I
have the updating part down its the ability to browse to a file I'm having
problems with)

Suggestions on solutions?
