Word Expert? I doubt it.

In PowerPoint 2003, I'm constructing a project using macros to fill in the
components of a chart. They work fine when I create them initially, but
after I save the project and reopen it, they do not work at all, and the
"Run" command in Tools/Macros/Macros is grayed out. I don't understand
what's happening. Any light in the fog will be greatly appreciated.

Try setting your Macro Security to Medium instead of High.

Tools => Macros => Security => Medium

Or you could customize your toolbar to include your macro. At the end of the
any toolbar right click go to Customize. Click on the Toolbars tab. Click on
New Name it what you would like and then. Close the customize box. Create
and name your macro. Go back to Toolbar-customize click on the Commands tab,
find the Macro you just made and then drag it on to your customized or really
any toolbar such as Standard or Formatting and it will be available in your
next presentation until you delete or reset the toolbars. Help?
