Mail delivery delay

My outlook client does not automatically show I have new
mail. I must first click on a inbox subfolder and then
all my new mail arrives. Also, the new mail icon appears
in the system tray, but not in my inbox until I click a
folder other than inbox, then click back to inbox.

Steps. I uninstalled viewmail as I read that may cause
delays (not so). Deleted all profiles and recreated.
Removed all rules for incoming messages. Also, I had
another exhange user send me a message with a delivery
reciept. He got the receipt immediately, so I conclude
that it is a client problem, not an exchange issue.
