Mail Merge e-mails Read Receipt

We would like to use the electronic mail feature of Mail Merge to send out a
personalized e-mail to everyone in the company. However, these messages need
to be tracked using read receipt and delivery receipt. Can this be done?
How?

Changing the tracking options in the senders Outlook doesn't seem to work.

cause the receipts to be requested.

Note: The recipient has control over whether or not receipts are issued.
