Mail sent to user as html appears as plain text

I have a user which is sent an email as html format but
appears in his Inbox as plain text. I know there are
settings for this user to send as a specific format but I
do not see any settings for how message types are
received. Other users receive the same message as html.

Perhaps that user has Outlook set to show all messages in plain text.
