I'd like to send a Publisher document by email in PDF format. Is this

Yes.

Now I would assume you want to know how.

Not knowing your Publisher version, easiest way is to do a File Print to
your PDF writer program that you have installed (PrimoPDF is what I use but
Adobe Acrobat and others are good) which will create a .pdf file that you
have named in the print dialog. Once created you then attach the file to
any standard email message sent by any email program that will allow
attachments of files.

free version; recipient has 7 days to download file from the YouSendIt
server at their leisure, with no clogging up of Inboxes.
