make a pub doc only editable in certain parts

I want to send a Publisher document by email so every one can fill out the

You can't. If you have Acrobat you can compose a fill-in form or if you have

You will have to send these as attachments.

One work around would be to put all your information in the Background and
create text boxes where people could type in their responses on the main
layer.

But unless everyone has Publisher (which many who have Word... don't have
Publisher) they won't be able to open / edit the file.
