Making pictures transparent

I have two pictures stacked one on top of the other. I would like to make
the top picture transparent except for the lines of the picture so that the
picture beneath shows through. How can I do this?

In a Paint program... If the top picture is black and white you can use the
transparency tool to make either the black or the white transparent.
