Managing multiple updates

We have a Microsoft Project schedule containing multiple sub projects
with dependencies amongst themselves. Multiple sub project managers are
responsible for updating their own sub project schedules. Without
Project Server what is the best way to manage multiple updates
accurately by different managers to the overall Project schedule?

Just do it. And the PM's with project inter-relationships should be
talking amongst themselves.
