Depends what you mean by "editable." I wouldn't advise trying to do any sort
of graphics editing in Word (which is the subject of this newsgroup). The
graphics included with Corel Graphics Suite have traditionally included maps
that are editable in CorelDRAW (that is, you can ungroup the states, fill
them separately, add text, etc.), and you might be able to use photo editing
software to edit almost any map you find online, even though this is not the
ideal solution.
