Margins larger on top than bottom

I have gone to Wordpad and entered the basic margin there into Publisher, but
when I put in a box and print preview, the top margin is still larger than
the bottom, even thought I have set both the same. Wordpad says top is .18
and bottom is .181 so I set both at .18.

Help!

Create a publication with your margins, draw a rectangle, print it out. Does it
print okay?
