Marking 'read only' & allowing users to access & 'save as' for cha

I need to upload a document to a network drive for multiple users to access.
User will modify for their individual need however I do not want them to save
their data to the original copy on the network drive. How do I accomplish
this task of storing a document and preventing someone from writing over it
in the network drive but still allowing them to make changes and save to
their desktop.

Save the document as a template (.dot or .dotx file), which will require
users to create a copy based on the template to work on.
