"Markup" Tool is grayed out

G'morning.

Trying to use the MarkUp feature, but the toolk is grayed out, both on the
View menu and on the Review Toolbar.

Any suggestions?

Hmmm. Why comments? I thought it was analogous to "Track Changes" in Word.

Guess not. Although it would be nice if the MS Help would be a bit more
descriptive.
