You don't need a template for managing multiple projects. Normally that
is handled with a master file (standalone approach) or through Project
Server.
As far as downloading data from an SQL server database into Project,
that will probably require VBA. The actual code depends on what data you
want to download.
By the way, fellow MVP, Rod Gill has an excellent book on Project VBA
and in it are examples of macro code to pull data from a SQL server into
