Matching Generic Resources

I have set up an resource outline code to have four top
level values each with a number of subordinates. I
specified this outline code as a matching value in the
global template, and set up a generic resource which I
have assigned one of the top level values of this
generic. I expected that this generic would match any one
of my resources which I've set up as having one of the
subordinate values to this top level value the generic is
configured as having. This doesn't seem to work. When I
am in 'Build team from Enterprise' add the generic and
click 'match', no match is returned. I am confused as I
think this is how this functionality is documented in the
EIF:

"It may not make sense to allow users to select nodes of
an outline code.
For instance, when using the Resource Substitution Wizard,
you may want to
define resources at the highest level of detail. For
example, if the
highest level of detail for a location code is the city
name (or N/A in
this case), all resources would have a city assigned to
them. Then when
requests for resources are entered with less detail (such
as the name of a
country (or Primary Technology skill in this case), and
the Resource
Substitution Wizard runs, resources can be matched with
the request since
the resources have enough detail for any request"


I cannot get the functionality for the resource
substitution wizard to work with the subordinate matching
either.

Any ideas what is happening here?
