menu don't show in global template

I've made a custom menu in a global template. If I point to the template
(Tools, Options, File Locations, Startup) on my c-drive it works just fine.
But if I point to it on a network drive the menu doesn't show! Any thoughts?

The simple fix might have already been done, but if you change the path of
your Startup folder, you need to close Word then re-open Word before this
template toolbar will show up.

Yes, I've done that. AND what's funny is that I have a toolbar that shows
alright, but not the menu...
