merging MS Publisher files

I have a document of several chapters, each of which is a separate MS
Publisher file. I'd like now to make them all into one file. Can I do
this easily, or must I insert new pages and cut and paste the content
of each new page?

You must insert new pages and copy and paste the text over.

You can have as many instances of Publisher open at once up to the resources
of your computer, so that does help matters.

Alternatively, if you have the full version of Adobe's Acrobat product, you
can create PDF files for each chapter and merge them in Acrobat.
