Message cannot be deleted

I have one email message that I cannot read or delete, when I try either
I get this message:

-"C:\documents and setting\nicky\local settings\application
data\microsoft\outlook\outlook.pst" could not be accessed-

It's Outlook 2000 on XP SR1

have checked size of .pst file and it's around 176,000 kb.

Any ideas how to get rid of this file?

I take it that that is not your Personal Folders file, but one added later.
With Outlook closed, open the Mail Control Panel applet, select your profile
and click "Properties". Locate the Personal Folders service that points to
that file and remove it. The problem will go away.
