message: The wizard is unable to create your data access page

I've installed Office 2003 and applied all the latest patches. I am trying to
do the simplest DAP so I created a table and then went into Pages/Create data
access page by using wizard. After I go through all the steps and get to the
page where the wizard says "That's all the information that the wizard needs
to create your page", I select the "Open the page" radio button and click on
the "Finish" button.

Access comes back with an error message: "The wizard is unable to create
your data access page". I click on OK. In the field list there is no
database (the connector icon indicates that the database is not connected -
the red backslash within a circle icon (\).

Similarly, when I go into design view, and open the field list, it's empty
too. Obviously Access is having trouble figuring out how to connect.

I have Msjet40.dll version 4.0.8618.0 installed in c:\windows\SYSTEM32

I've also tried the Northwind sample database pages that were installed and
when I try to open them, I get the message: "Cannot find the database or some
database objects that this page refers to. Update the connection information
of the page, or fix the references to the missing database objects".

What am I missing? Has anyone else experienced this problem?
