metatags

I have created a working
website "ltcinsurancemarketing.com" that doesn't seem to
include metatags. I have created the metatags
using "siteowner.com" but how do I open the html editor in
order to insert them. I only have Publisher 2002, not
Frontpage.
With the document open in Publisher, I have clicked
on "tools" then "options" then "web options" and typed in
keywords etc., but they don't seem to show up when viewed
on the web.
