microsoft mail windows xp

How can I administer microsoft postoffice using windows xp? I have expanded
to 2 files off the NT4 disk and the applet still hasn't appeared in my contol
panel.

MS Mail is old, bug-ridden, non Y2K compliant and totally unsupported by
Microsoft.
