microsoft outlook -- hang -- freezeing up

my microsoft outlook is hanging up and will not let me
access my emails nor will it let me delete or send
emails. I have done a system restore and still not
fixed.........help....

What version of Outlook?
Do you get an error? If so, what is it?
Do you just get the Outlook Splash screen?
Does Outlook ever open?
What Operating System (OS) do you use?
