Microsoft Publisher 2000 v:s 2003

Is there any way that I can open a Microsoft Publisher Version 2003 document
using Version 2000 software?

Not directly. You can ask the file's originator to save them as a Pub 2000
file however they may end up being a HUGE file and if something that was
created with a feature not available in the 2000 will not translate well.
