Microsoft Publisher 2000 won't start design wizard

When I try to create a new document--whether flyer, webpage or card--
I'm able to choose the wizard and it seems to start and then suddenly
stops before the first question is asked. I get no error message
except "publisher cannot complete the operation". I've run the fix
and repair program. I can use documents I've already created, open
them and change them but can't create anything new. If I haven't used
the wizard for a particular type of document sometimes the fix and
repair program will allow me to open the wizard and create that type
of document. But mostly it doesn't work at all. Any clues? I can't
imagine why it is so quirky. I'm running Windows XP Professional and
Microsoft Office 2000.

Try this
Part 1: Rename Pubwiz
1. Start Windows Explorer.
2. Locate the following folder:
C:\Program Files\Microsoft Office\Office\Pubwiz
3. Right-click the Pubwiz folder, click Rename, type PubwizOld, and then press
ENTER.
4. Quit Windows Explorer.

Part 2: Repair Office
1. Click Start, and then click Control Panel.
2. If you are in Classic view, click Switch to Category View under Control Panel
in the left pane.
3. Click Add or Remove Programs.
4. In the list of installed programs, click Microsoft Office 2000, and then
click Change.
5. Click Repair Office, and then click Next.
6. Follow the on-screen instructions to complete the repair process.

Good Afternoon:

I have also tried this resolution to the wizard issue - did not work for me.
Is there any other way to resolve this problem that Microsoft can come up
with short of new software or removal of the offending security update?
