Missing Elements in Outlook 2000

I have gotten instructions for a task in Outlook 2000
that instructs me to go into Services in the Tools menu.
There is no Services in the Tools menu. Does anyone have
any idea why this might be, and how I might obtain this?

Sounds like you are in Internet Only mode, what sort of Task is it there may
be a workaround without changing modes
