moving contacts from Outlook 03 to Outlook 00

I'm having no good fortune in trying to copy my contacts into a file that I
made using file/new/outlook data file/(Outlook 97-2002 format) personal
folders file (pst), using Outlook 2003. The file that I made is ~200 K in
size, but I've been told that it has not contacts added to it. (And from what
I see, that's true.) How can I copy my contacts to that file?

The existing file is on my PC's desktop. I want to keep it there until I get
the contacts added. Then, I'll transfer it to memory stick to take to a
different PC.
