Moving Outlook data to a new PC

I know how to migrate an Outlook .PST file, but (correct me if I'm wrong)
this doesn't include information like rules and email account settings. How
can I move this extra information to a new installation of Outlook on a new
PC? Both installations use Outlook 2003.
