moving project finish date to next available recurring date.

When my project is completed, it will be reviewed in a recurring forum that
occurs every other week, Friday. Is there a way to align the finish date
that tracks the preparation, to the next available date of the recurring
forum?

For example, my recurring forum is every other week with dates in October of
10/7 & 10/21. My workplan shows me ready at 10/13, I would like to
automatically align/modify the workplan finish date to the next available
recurring forum, which in this case is 10/21.

You could create a new "review" calendar that only has the dates/times for
the review meetings as "working time" for a reasonable time period you feel
would extend for the life of the project, and then assign this "review"
calendar to any tasks for reviews to happen.
