msoffice.exe not installed

Hi folks

I recently reinstalled Office 2003 after flattening the PC and reinstalling
Win XP PRO SP2.

I did a full install.

However the Office Toolbar (msoffice.exe) does not appear. I have done a
search on the HDD and the files just is not there.

Any thoughts?
