Multiple Milestones one One Gantt Line

I'd like to place several progress milestones on a single gantt line. I'd
like to be able to specify the date at which each milestone occurs, and the
value it represents. For instance, a 5% milestone may occur a week into the
task, 25% two weeks in, 50% three months later, etc. Is this possible?

Yes,
Create each milestone as an individual milestone and set it to "roll-up" to
summary. (Shift F2 will open the task dialog box to set this)
For the summary bar go to format menu / barstyles and set a format you like
which includes rolled-up in the show for column.

Be a little careful with doing this. Jack gave you good advice on how to go
about getting the chart representation you want but be very careful
interpretting it. Milestones represent a signifigant reporting point in
terms of the deliverables achieved. They're not date markers even though
they do occur on some date or the other in the plan. Instead they mark the
time a change-of-state event takes place. Your 25% milestone occurs
whenever you have reached 25% of your deliverable. You want it to occur 2
weeks into the task but it actually will occur at whatever point in time you
hit that mark. Things in a plan never happen at some date by simply
declaring it to be so - they have to be driven to the right place by
tangible physical causes. Rather than trying fix your milestone points in
your plan to some date, just like the other tasks put a deadline on it to
mark the date you want it to occur on while letting Project calculate the
date where it will occur according to the plan's current structure. Now you
can see if your milestones really will hit the dates you need and if not,
you will better be able to figure out what you need to change in the driving
forces in order to make it happen.
