Multiple projects and cost tracking

I was trying to set up one file in project, to track multiple projects, along
with the costs associated with them. The problem I think I may have, is on
the resources. I wanted to input resources based on budget needs, but each
project differs slightly in the cost of a similar resource. Would I need to
assign specific resources to each project, if the cost of each varies?

Each Resource can have 5 different rates (A-E). Double-click on a resource
name in the resource sheet and click the costs tab.

In a Usage View insert the cost rate table column and change assignments to
use whichever rate you want.
