Must both worksheets be open for links to work?

If I have one spreadsheet (e.g., summary spreadsheet) that links to other
spreadsheets (spreadsheets containing data that feeds to summary spreadsheet)
do both need to be opened in order for the data to be exchanged? Currently,
I open summary spreadsheet and find that it has not been updated by the
several dozens of spreadsheets that feed data to it.
