My messages remain in my Outbox and are not sent.

I can't seem to figure out why outlook will only include recognize my
personal inbox for my accounts in the Send/Recieve settings tab. I can't get
it to send anything from any account, hotmail, or either of the other 2 pop
accounts I have set up. It can recieve email, connect to the hotmail account,
but not send, any thoughts??
