For example :
My Adobe Toolbar Floats from left to right....... and up and down.
My Norton Antispam (in Outlook) always starts underneith the standard toolbar.
I drag it next to it every time I start but it goes back under if i restart.
In words my text recognition toolbar always goes to the top.

Looks like you have a couple of third-party toolbars that are
competing for the same space. In Word, you can add a bit of VBA
code to your AutoNew() and AutoOpen() macros in your Normal.dot
template to position the toolbars where you want them (see http://www.word.mvps.org/FAQs/MacrosVBA/SetPosnOfCmdBars.htm ).
