Need ability to GLOBALLY change Reading Pane to "BOTTOM"

Today, it is very inconvenient to have to change each folder individually to
the Reading Pane preference of choice (Right, Bottom or Off). There should
be an option to set the Reading Pane it to one of these 3 choices GLOBALLY,
with the ability to override folders on an individual basis.
