Need suggestion on Infopath development

Hi,

I am reengineering a thick client legacy application to web based
Microsoft technologies. Thick client 'Designer' application support
end users to design there own forms, specify the table and data to be
populated in the controls and save the form in the database. Users
then access those forms by using another thick client application
'Client' for entering and updating data to the database.

Designer also support basic controls like Text Box, Button, Drop down
etc and User controls for designing forms. Resizing, positioning, drag
n drop controls in the form are mainly supported in the form design.
It is an IDE like VS.Net.

I am trying to create a web based IDE for designing forms, so that it
can be displayed in web browsers easily.

I think of InfoPath for designing forms, so end users can design and
publish forms to Sharepoint site. From there the InfoPath template can
be displayed in browser for entering data. I referred this link:

When I designed a browser compatible InfoPath form in 2007, some
controls like picture, multiple-selection list boxes are not
available.

Please let we know what are the other limitations / issues I will face
and if any drawbacks in the Infopath approach.

Apart from Infopath, also let me know if any other approach to develop
web based IDE.
