Need to create a read only email

Is there functionality in one of the tools bars to create
a read only email?

What do you mean by this? All mail is read-only, in that someone else can't
alter the message you sent. However, once the message is on their computer,
it's theirs and they can change anything they want. If they send it again,
though, it will be from them, not from you.
