New mail pop download

I use Outlook (not Express) as my pop mail client. The
mail is hosted my a provider with web mail interface as
alternative. I found mails were not be downloaded to my
Outlook sometimes. However, I did found them on the mail
server because I can use the web interface to check. I
tried Outlook 98 and XP, both of them had the problem.
I'm wondering the problem is on the mail server.

To locate the problem, I need to know how Outlook
determine a message status - new or downloaded. I found
an MS article for Outlook Express, but not for Outlook.
