"New message to contact" for contact with multiple email addresses

In Outlook 2003, if you go to a contact and use "Actions | New Message to
Contact", and the contact has multiple email addresses defined, it puts ALL
of the email addresses in the To: line and thus sends multiple copies of the
email. Is there a way to have just one address inserted? I guess one would
have to be defined as the default somehow.

That's what the Outlook Address Book is for. Use it instead of Actions > New
Message to Contact.
