New resources added to effort driven tasks

When using Server and adding a resource to an effort driven task, the total
work on that task does not seem to stay the same. For instance, one resource
had 16 hours on an effort driven task (at 30% load). Another resource added
8 hours to that task with the assumption that the first resource would have
his hours reduced by 8 hours. Project instead reduced the hours to 3.7 for
the first individual, making the total work 19.7 hours. I want the total
work on the task to stay constant, how can I do this while using Server? I
have tried both fixed work and Fixed Units - Effort Driven. Thanks,

Couple ways to get this to work:

1. Create a new Fixed Work (implicitly effort driven) task - Task1 -
with 16 hours of work, and assign a resource - Resource1 - to it at
30% allocation.
2. Change the task type on Task1 to Fixed Duration and Effort-Driven.
3. Add another resource - Resource2 - to Task1 at 100% allocation.

or:

1. Create a new Fixed Work (implicitly effort driven) task - Task 1 -
with 16 hours of work, and assign a resource - Resource1 - to it at
30% allocation.
2. Add another resource - Resource2 - to Task2 at 30% allocation.
